Download version UI changes

Update the data page UI to:

1. Make the file name column wider so that the end of the file name is less likely to get cut off.
2. Added a tooltip to the description column of the CollapsiblePanleHeader so that the user can see more of the description, although this does still get cut off with a "..." at a certain length. This was necessary because the file descriptions can get VERY large.
3. Added the file name to the panel body above the release name.
4. Added a badge to the left of the file name in the collapsible panel header. This makes it quick and easy to see what files were updated with a new version. --> If we don't like the way this looks I can get rid of it, or change the color or placement, etc.

Looks good to me! I like that the "v2" badge stands out quite a bit, and I think you've struck a reasonable middle-ground of how much description it makes sense to show in a tooltip. Thanks, Ali!
