ci: auto-replace workspace:* with actual versions

Summary

When a package depends on an unpublished workspace: version, the yarn ci versioncommand fails, blocking the deployment process. To resolve this, workspace: version specifiers are detected during yarn ci version and replaced with the actual package versions.

@eldenpark I thought so too, but when @chemonoworld was working on the Civictia integration, some packages were published with workspace:* versions. so I added this check to catch such issues early.

workspace:* 때문에 패키지 설치가 안되는 문제가 있는데
@oko-wallet/api-lib, @oko-wallet/cait-sith-keplr-addon, @oko-wallet/cait-sith-keplr-express 이 패키지들이 문제가 되는 것 같고 npm 배포해야할 것들은 배포하고 하겠습니다
