This updates defaults that we don't use so they can be shipped all together.

What changes did you make?
I've started enabling Rails 7.0 defaults that won't impact us as a batch to save some deployment time.
Why did you make the changes?
To get us to using as many defaults of Rails 7.0 as we can so that the app is as "standard" as possible.
