This change updates our docs-prs approval script to treat the
release-notes-automation[bot]
account as if it were a member of the docs-prs team.We’re making this change because we now have an automation that creates release notes PRs, and those PRs should not be blocked by a missing docs-prs approval when they are first drafted.
