This pull request creates a separate YAML file for running our backend locally and in production. All that needs to be done to run locally is to run a PostgreSQL DB on your computer with a port matching our local version, along with the same username and password. I also created a simple home controller at the / path to show some of the endpoints we create when we first access the api url
