clang++-16 in OpenBSD-7.6 supports <format> but it needs -fexperimental-library option and libc++experimental library.
Here is a sample that adds the option under clang (version less than 17) and libc++ environment.
Note: Currently OpenBSD has no libc++experimental, my unofficial Makefile can build it (https://github.com/jg1uaa/libcxxexperimental-obsd76). And I heard that OpenBSD team is working for supporting more modern clang. Simply wait for new compiler will be also a good choice.
