The provider code now uses shared tag merge logic for file provider entries and label-based image parsing, preserving default filters first and then appending image-specific filters while avoiding duplicate patterns.
This matches the expected defaults behavior and keeps default tag policies active even when a provider or image adds narrower tag filters.
