At least on Docker 19.03 version C:\ProgramData\docker\plugins folder already exists so re-creation attempt makes plugin load failing.

@thaJeztah I wonder if after all these years would make sense to merge this one? dockerd seems to creating plugins folder so it is missing when plugin process starts first time before dockerd.
