@thaJeztah I wonder if after all these years would make sense to merge this one? dockerd seems to creating plugins folder so it is missing when plugin process starts first time before dockerd. |

At least on Docker 19.03 version
C:\ProgramData\docker\pluginsfolder already exists so re-creation attempt makes plugin load failing.
