This is being moved to the VS SDK itself, and having multiple copies can cause overbuilding if we're not careful.

This is being moved to the VS SDK itself, and having multiple copies can cause overbuilding if we're not careful. This will be moved out of draft once there is a new version of Microsoft.VSSDK.BuildTools available.
