Add known issue for incomplete .NET 10 Preview 7 runtime installations via Linux package managers (deb/rpm). Include workaround to install aspnetcore-runtime-10.0 instead. Addresses dotnet#10033

What is the motivation for this change, is the issue not fixed in .NET 10 RC1? |

The motivation for this change is that the documentation was not updated in .NET 10 RC1 to reflect the fix. This pull request ensures the docs align with the implemented solution. |

I don't understand why a fixed issue from an preview release would require documenting in ".NET 10 Known Issues". |

You're right! But after deeper investigation i see the issue ticket is still open. So, I think documentation needs upgradation. |
