This is flowing the fix for the System.ValueTuple issues blocking #47898

Merging branch because the VMR CI legs all failed to sync.

That was because of the efcore patch which is no longer needed. It's possible we'll need to combine this with #47898 in case they depend on each other

The failure on VMR Vertical Build Windows_x64 is unrelated, merging to unblock the runtime PR.
