What changed in this PR
Updates the .NET 11 SDK installer’s displayed minimum Visual Studio version to 18.11.
Changes:
- Sets the installer UI minimum to Visual Studio 18.11.
- Also raises the SDK’s enforced MSBuild minimum to 18.11.0.

The .NET 11 SDK installer currently says Visual Studio 2026 version 18.7 or newer is required. Update the displayed minimum to 18.11.
MinimumVSVersionineng/Versions.propsto18.11; the existing WiX bundle flow uses this value in the installer message.
