Improve template bootstraper script

• Fix Issue Bootstrap script problem with special names #105. Use a placeholder to check the previous edits.
• Add docstring for functions
• Remove extra if syntax to check regex results in the is_snake_case function

There's a CI failure though that seems to be related to your PR: it's the workflow that tests the bootstrapping script

@samansmink There was a small issue with replacing multiple words on a line, which has been fixed.
