Spell check does not run automatically and when run manually aspell is used instead of built-in spell checker

What is the current behavior?

Spell check does not run as expected.

What is the expected or desired behavior?

Spell check while editing using built in spell checker & run when "Latex->Check Spelling" is selected.

As it is, spell checking doesn't run while in the editor and when "Latex->Check Spelling" is selected it runs aspell, even though "Window->Preferences->Texlipse->Spell Checker" "Use build in spell checker" (sic) is checked.

Please provide steps to reproduce:
Create Texlipse project and edit tex file.
Type mis-spelled word
Notice that nothing is flagged
run Latex->Spell Checker
Notice from the console that aspell is run
