Support Python 3.15 and use it in Docker image - #257

This adds Python 3.15 to our test matrix. This also updates the Docker image to use Python 3.15, since cChardet is once again actively maintained and works on newer Python versions (yay!). Docs still build with Python 3.14 since ReadTheDocs does not support 3.15 yet.

It looks like minidom or etree has gotten more strict in Python 3.16 in a way that breaks us. We should fix that, but it’s pretty out-of-scope for this PR, and we also have plenty of time. For now, I’ve commented out the Python pre-release tests, and filed #258 to track fixes. |
