Sorry for delay but I think backports are safe to self-approve and merge since upstream PR was reviewed.

I was also thinking to bring this idea to the team to automate backports. Other solutions (e.g Kibana) auto merges the backports. What do you think? |

Reverts #18508
Turns out this was an issue with a proxy configured in local maven settings. We were not observing this issue in CI only on some developer workstations.
