Looks like Kafka 11.8.1 that deprecated those partitioner settings went into 8.19.10, so we'll need to add the deprecation notice to release notes. The doc structure for 8.x is different, so we'll need to add the info to release notes rather than linking out to a separate Deprecations topic.
