The lock call blocks the startup of the ROS2 CX as it occurs from within the CLIPS environment, i.e., the lock is held by the CLIPS environment node at this point.
The signature starts with a default type, not with the first arg.

This PR relies on https://github.com/carologistics/clips_vendor to provide a sensible clips interface that can be easily built from source.
The goal was to simplify and modernize the setup, including a switch from clipsmm + clips 6.3 to just clip 6.4 without clipsmm.
