Since the FIP is now quite large, this update attempts to make the first two sections much more clear for the reader that isn't likely to dive much further into the details.

Apologies for yet another nontrivial update to FIP-0100, I got this finished a bit too late to squeeze into #1123.
Since the FIP is now quite large, this update attempts to replace the first two sections with much clearer versions aimed at the reader that isn't likely to dive further into the details.
