Pull request overview
Adds a repository-wide CODEOWNERS configuration so that code review requests default to the owners specified by the FOC Engineering Workstreams proposal.
Changes:
- Introduces
.github/CODEOWNERS. - Sets default ownership (
*) to@rvaggand@LexLuthr. - Includes reference comments to the source proposal.
