Bug: Shortcuts leading to a deleted element does not appear #15821

Description

If you make a shortcut for a file, then delete that file, the shortcut won't appear anymore, though it actually exists (as can be seen in the Windows Explorer)

Steps To Reproduce

  1. Make a shortcut of a file
  2. Delete that file

Requirements

The shortcut should still show, and maybe when clicked on, show a window that prompts the deletion of that shortcut, as it's useless

Potential duplicate of #13353 (we're trying to determine if that's the case).
