Summary

Use #9919 to improve in_http status response codes.

Description

To improve the reliability of pipelines using fluent-bit this PR adds more granular http status response codes that can allow clients to discern if an error is transitory or permanent to allow it to decide whether or not a message can be sent later or must wait.
