Description
update to links api to support recent request from ncbi to allow them to pass a specific accession and know if we support it or not. think as the number of assemblies we support grows, they are less interested to parse a list. see #783 for details.
i also changed names of some things while i was here, to make them more generic. things like ncbi_links_service -> links_service. let me know if wed like them called something else, just trying to avoid reference to ncbi unnecessarily.
