Update Galaxy Interactive tools training (path-based tools and general review) #5178

Since I wrote #5179, I took some extra time to update the other parts of the training.

Include instructions to enable path-based interactive tools. Lift all sections one level up: it looks like the tutorial was intended to include a section to set up the Interactive Tools using Ansible and another to do it manually, but it includes only the former. As a result of this change, some warnings and comments had to have their location and/or type changed. Two questions, and @kysrpex as editor, were also added.

do all (or at least, most) of the interactive tools work with path-based proxying?

if so, I think it is worth it to focus on the path-based proxying primarily / only. It would remove a significant amount of very complicated setup, and it also just simply isn't available for most galaxy deployments in educational institutions.

No, quite many need a subdomain. A few examples: geoexplorer, radiant, HiCBrowser, HiGlass, iSEE. These instructions should stay imo.
