- Add railroads
- added tags to country capitals
- parse adminLines (as for some countries adminBndy1 isn't sufficient)
- access-tagging: differ between hgv=no and hgv=delivery
- parse neighbourhood nodes and areas
- Exceptional handling for Swedens BK Roads (Bärighetsklass)

Fixed camel case of names with umlauts and other special characters
- parsing of altStreets.dbf for missing route types - consider 'controlled access' as motorways - use unpaved and access tags to create paths, tracks and footways
- added missing country codes

Changed default (population=0) settlement place tag to 'village'
