This PR makes the library compatible with intel based Macs and fixes the eva-decord runtime failure for them.
It bumps the version of eva-decord to 0.7.0
The changes include checking for the architecture type and then building the dylib file accordingly so that the created symbols are correct.
Testing Details
The branch was built locally on both Intel and Apple Silicon based Macs and tested by running the youtube QA app.
