feat(frontend):add guide for strict typescript settings

This PR adds a new guide for working with strict compiler settings in the frontend section, as we’ve recently enabled noImplicitAny and noUncheckedIndexedAccess in tsconfig.json.

The goal of this guide is to give developers an overview of the most common issues they might now face, with examples how to fix and avoid them.
