Cache Android Emulator generation

As outline in https://github.com/marketplace/actions/android-emulator-runner#usage--examples we can cache the android emulator AVD generation.

Savings per run:

• ~40s of execution time for setting up the emulator
• ~70s of execution time for a more efficient KVM setup
