Fixed the following error that occurs when building with clang-cl in Microsoft Visual Studio using -DGGML_AVX_VNNI=ON

whisper.cpp\ggml\src\ggml-cpu\arch\x86\quants.c(112,34): error : always_inline function '_mm256_dpbusd_avx_
epi32' requires target feature 'avxvnni', but would be inlined into function 'mul_sum_us8_pairs_float' that is compiled
 without support for 'avxvnni'
