(18a) rate-limit: configure shared meters from peering annotations - #1949
Experimental annotation API; not an API commitment.
Configure shared meters through GatewayPeering annotations, following Sergei’s feedback. Fabric v0.138.0 already passes these annotations into GatewayAgent.spec.peerings[name].annotations.
One meters map and ordered rules list. The first matching rule selects one meter, shared across its rules and workers on that gateway. Names are scoped as <peering>/<meter>.
Each meter has bits, pkts, or both. Bandwidth runs first; packet metering can further restrict the result. Bandwidth excess traffic uses the packet component’s excess allowance, so it drops if that allowance is absent. Excess traffic passes, optionally with setDSCP; traffic over both allowances drops.
Rates accept Kubernetes Quantity syntax, including decimal, binary, and exponent suffixes. They must resolve to positive whole bytes/s or packets/s and fit the supported limit of 2^63 − 1 bits/s or packets/s.
Optional burst uses metav1.Duration syntax, such as 100ms. It applies to both allowances in that component. The default is 100 ms, with capacity for at least 9216 bytes or one packet. Explicit durations that produce smaller buckets are rejected.
Matches reuse ACL protocol, CIDR, port, and vpcSubnet handling and peering bounds. They see source addresses before NAT and destination addresses as exposed to the source VPC. One missing endpoint is inferred; omitting both applies the rule in both directions.
Prometheus exposes rate_limit_packets_total and rate_limit_bytes_total, labeled by meter, unit (bits/pkts), and result (conforming/excess/over_limit). Counters survive profile updates; unchanged profiles retain token leases.
Unknown versions, fields, alpha gateway annotations, invalid references, and invalid matches reject the configuration. This replaces the previous draft limits format. The same converter runs in the WASM validator.
Validation: converter and runtime tests, DPDK/reference classifier agreement, shared budgets, configuration updates, NAT match bounds, and Prometheus counters; config, Kubernetes interface, management, ACL filter, and dataplane regression suites; Clippy, formatting, Duvet, Opengrep, and WASM validator check. Quantity/duration conversion was also compared against 428 Kubernetes/Go cases.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The change adds Kubernetes rate-limit annotation conversion and replaces VPC-destination limits with ordered peering rules that select shared named meters. It updates packet classification, enforcement, configuration wiring, and Prometheus metrics to use the new model.
Adds strict annotation parsing, quantity and duration conversion, policy validation, and overlay integration. Tests cover conversion, validation, and invalid inputs.
Validate meter and peering rules config/src/errors.rs, config/src/external/overlay/acl.rs, config/src/external/overlay/ratelimit.rs
Replaces destination-prefix tables with named meters and ordered ACL-pattern rules validated against VPC peerings.
Classify packets and enforce shared meters rate-limit/Cargo.toml, rate-limit/src/*
Builds ordered peering classifiers and shared meter components. The packet path applies the matching rule’s meter. CLI output, metrics publication, and tests cover rules, counters, and component behavior.
Wire rate limits through runtime and metrics dataplane/src/packet_processor/mod.rs, dataplane/src/runtime.rs, dataplane/src/statistics/mod.rs, mgmt/src/processor/proc.rs, mgmt/src/tests/mgmt.rs
Changes management and dataplane rate-limit handles to peering rules. The metrics handler publishes current rate-limit metrics, and management fixtures use named meters and rules.

Approving. The annotation is strictly parsed and versioned, matching reuses the ACL machinery, bursts now have a sensible default and a minimum of one jumbo packet, and the Quantity parsing is checked against the Kubernetes cases. One question inline for @Frostman to decide: whether a rate-limit failure should fail the whole gateway configuration or only that peering's rate limits.

@Frostman, could you take a look and decide on this one?
Question: should a rate-limit failure really fail the whole configuration? As written, an error here, or anywhere in the annotation (an unknown version, an unknown field under deny_unknown_fields, any other gateway.alpha.githedgehog.com/ key, a bad reference or match), fails the conversion of the entire GatewayAgent. The same goes for a classifier that fails to build in apply_rate_limit_config(...)? in mgmt/src/processor/proc.rs. So a problem with one peering's experimental rate limits stops every VPC and peering on that gateway from getting config updates until it's fixed.
Two cases where that bites:
Typos: a bad value in one peering's annotation takes down config for the whole gateway, unless the WASM validator caught it at admission.
Version skew: an annotation written for a newer dataplane (version: 1, a new field, or a new alpha key; claiming the whole gateway.alpha.githedgehog.com/ prefix means any future alpha feature counts) makes gateways still on the older dataplane reject their entire configuration during a rolling upgrade, or after a rollback.
An alternative that keeps the strict parsing: scope the failure to the feature. Skip that peering's rate limits (and ignore unknown alpha keys), log it and report it in the gateway's status, and apply the rest of the configuration. For an alpha annotation that seems the safer blast radius, but it's a policy call, so I'd like your view.
Accept named bits/packet meters, ordered ACL matches, and standard quantity
and duration formats. Export per-meter counters to Prometheus.
Matches accept the ACL's tcpFilters, and the classifier keys on TCP flags
like the ACL filter does, so a rule can meter e.g. only connection openings.

serde_json finds a parse error's line and column with memrchr, which
rounds down to a word boundary and reads aligned usizes. The input is a
String, so miri's -Zmiri-symbolic-alignment-check only knows alignment 1
and reports those reads as undefined behavior, failing
check/miri/powerpc64 in the merge queue for the three tests that feed
the parser invalid policies.
Real reads are aligned. Ignore the three tests under miri, as the repo
does for other tests miri cannot run, rather than relax the alignment
check for every crate.

Cargo.toml explicitly prohibits workspace-wide feature selection. Remove std from the workspace declaration and enable it in config/Cargo.toml only if the converter requires it. No current WASM or cross-compilation failure is established.
