Follows githedgehog/fabric#1708 and githedgehog/fabricator#2175, which run the dataplane and FRR in a single gateway pod with the kernel or dpdk driver.

• VLAB jobs run gateways with the kernel or dpdk driver (gwk/gwd): l2vni with the kernel driver and l3vni with dpdk. Upgrades keep the kernel driver, as older releases only have kernel gateways in VLAB. The matrix is a plain list of jobs now.
• FRR isn't bumped in fabricator anymore, neither for VLAB nor on release, as it's part of the dataplane image and fabricator doesn't have a separate FRR version.

Merge after githedgehog/fabric#1708 and githedgehog/fabricator#2175: it needs the gatewaydriver input of the fabricator VLAB workflow.

Re CodeRabbit's outside-diff note on || matrix.upgradefrom (dev.yml:878): not an issue after 954379e. The skip expression ends with || (push || merge_group) && !!matrix.hybrid, which is always a boolean, and every truthy operand before it is a boolean too (contains(...), !contains(...), != true), so a missing upgradefrom is never the final value.
