Change Ubuntu 24.04 status from beta to GA

Changing the GitHub docs based on the change made in actions/runner-images#10653

Why:

Closes: #34660

Ubuntu 24.04 has been moved from beta to GA in actions/runner-images#10653. This pull request makes this change to the GitHub Docs as well.

The word "beta" next to Ubuntu 24.04 got removed.
