Similar to the gnokey-mobile PR, make changes so that
make iosworks in the latest macOS virtual machines. Tested on macOS 15 and macOS 26.libyaml(needed to build ruby on macOS 15).tool-versions, change to ruby 4.0.1 . The older version doesn't build for me (in asdf) in macOS 15 or macOS 26
