3.x version of:
Noticed some of the broken behavior described in the 4.x PR in builds recently for 3.x and this should help those cases. Less critical than 4.x as we build less on 3.x but still makes sense to have these aligned. And the approach is now well tested and confirmed to work correctly
Largely copied over from the 4.x version but with some minor adjustments to the 3.x structuring, should cover everything according to my testing
