This PR adds initial integration of Moby.
We are currently working together with Moby maintainer @AkihiroSuda on these two fuzzers:
For Moby maintainers: From you we need at least one email address for potential bug reports to proceed with setting up continuous fuzzing of the two fuzzers above. Please note that once the two fuzzers are merged, I will commit the build files to run these on the OSS-fuzz platform.
Feel free to tag anyone that might be interested in contributing to this integration.
