build: update Github Action to use fork from yoshi-code-bot

This PR is needed to fix the Github Action for updating discovery artifacts which is failing with Http 422 (Unhandled error: HttpError: Validation Failed: {"resource":"Issue","code":"custom","message":"must be a collaborator"}.
