- Add, edit and delete quotes
- Link quotes to users
- If a quote is edited by an admin, they will be placed as the new author so everyone always knows who wrote the contents of the quote

anyone needs to be able to write quotes and assign them to other people. I think the addedBy and authoredBy should be able to be different people. But the one assigned as author (the one saying the quote) should always be able to change or delete it. |

This modifies the fetchAllUsers procedure so we only search for the users we actually need
