ENHANCEMENTS

• azurerm backend Update the blob API version from 2018-11-09 to 2020-08-04
• As a result, we need to update the github.com/tombuildsstuff/giovanni from v0.15.1 to v0.19.0. The reason why not updating it to the latest release (v0.27.0) is that the latest release has a breaking change that updates the base layer from using Azure/go-autorest to using hashicorp/go-azure-sdk., which has another thread tracking this: update github.com/hashicorp/go-azure-helpers to v0.69.0 #35381
