Cast-XMR has a strange failure mode that occurs once in a while where it hangs solid but the web server is still responsive. When this happens, the online seconds fall to 0 and do not change. This check ensures the online minutes aren't at zero throughout a 1 minute sample.
fixed many bugs + added dev mode (see readme) + cleaned up code to better conform to PEP
Now restarts after enough rejected shares.
