@aphelionz This is a maintenance PR that is unrelated to hydroshare/hydroshare/1842-nginx-sendfile-tuning

  1. Add debugging logging to views.py that -- in debug mode -- specifies what decisions django_irods is making about whether to invoke reverse proxy (sendfile) or not.
