Pressing '>' in the Keyboard Displays '>' when Annotating Webpages loaded in Via

Steps to reproduce

1. Go to https://via.hypothes.is
2. Load a webpage in Via.
3. Annotate and enter >.

Expected behaviour

Pressing > in the keyboard should display > in the editor.
Saving the annotation will show the characters succeeding > to be in a block quote.

Actual behaviour

Pressing > in the keyboard displays > in the editor and it appears as > when saved.
