My implementation was to take advantage of the is_valid column in the taxon_names table in the database. In this example I show that even when one id has 10x more observations, the more accurate one is still prioritized.
However if one id has 100x more observations, it is prioritized over the more accurate one.
I figured this was the right approach so the popularity ranking isn't completely ignored.
