addresses stream frame memory pooling issue where StreamFrame objects weren't properly returned to sync.Pool during stream cancellation see quic-go/quic-go#5327

Shipping patch release before 0.39 as that is blocked by go-libp2p due to #11035 and we want to unblock ProbeLab to use new traces sooner + some nice to have memory fixes since we update boxo anyway.
0.38.2 includes fixes:
