• Split up the build workflow in plugin-infrastructure so it can be used to build the plugin without also creating and pushing a tag
• Confirm that everything that needs to be a reusable or composite action is one

Thanks for the PR @jdevalk but I'm going to close this off. I might add something similar to my plugin-infrastructure repo at a later date.
