v.2.11-indici-5.12.0-alpha

Bumps the version of indici minimally to 5.12.0 to see if we can get rid of some errors when calling GitHub apis.
Im only publishing this so that I can build a test version of cloudflare/workers-sdk using this build since its current version uses miniflare v2.11 instead of the latest.
