Initial creation of empty repository for hypclipse plugin.

This is a plugin for eclipse, which purpose is to create
development environment for custom HQ plugin development.

More info is available from github wiki and under eclipse
documentation framework once hypclipse plugin is deployed.

Source code for this plugin is coming later.
