Allows for users to easily clear the address stores, without undergoing a full node / db re-sync..
This resets the banned address store, as well as the "normal" address store, which is useful for clearing bans, or if the user thinks its address stores holds bad addresses etc... As It forces a re-population from the dns seeders.
I would also like to have this for aspects in #796, but think this has merit to be a separate PR, regardless.
