Implemented a connectivity probe script which allow to connect a third-party diagnostics endpoint and check public availability of the connected peers.

Implemented a connectivity probe script which allows to connect a third-party (e.g booststrap node) diagnostics endpoint and check public availability of the connected peers. The motivation behind this script is the fact that non-publicly available peers can still initiate successful connections hence having a living connection with a peer doesn't guarantee their public availability.
