Enable statd to fetch LLDP neighbor data via lldpcli for verifying LLDP admin status. Currently, only Chassis ID and Chassis ID Subtype are retrieved

This PR introduces verification for the admin-status configuration, ensuring proper handling of
LLDP administrative states. Additionally, it includes the implementation of statd for retrieving LLDP
remote-systems-data from the operational datastore.
