Merges pykokkos-base repo into pykokkos itself.

TODO list:

  • Merge directory into pykokkos-base
  • Update installation scripts and instructions
  • Merge workflows
  • Update documentation at https://kokkos.org/pykokkos

Can you create a PR in pykokkos-base to change the README.md to say that code is moved/merged into pykokkos. This should be the very first line. Once that is in, we can archive the repo.

pykokkos/docs/installation.rst needs to be updated to reflect these changes.
